Instructions

  4. Make the Roux and Thicken: In a separate small saucepan, melt 3 tablespoons of butter. Whisk in 3 tablespoons flour and cook the mixture, stirring frequently, until it turns golden and forms a roux, about 2-3 minutes. Gradually whisk in 2 cups beef broth until smooth. Add this broth mixture to the skillet with the meat and vegetables, stirring well. Simmer until the sauce is thickened, about 5-7 minutes. Stir in frozen peas, thyme, rosemary, salt, and pepper.
  5. Build the Layers: Spread the meat and vegetable filling evenly in the skillet or transfer it to a baking dish if your skillet is not oven-safe. Carefully dollop the mashed potatoes over the top and spread them evenly, covering the entire surface.
